The tenth Annual High Energy Laser (HEL) Lethality Conference will assemble scientists and engineers interested in HEL weapon lethality. The objectives of the conference are: 1) address lethality requirements necessary to realize HEL weapons on the battlefield consistent with the overall theme of the DE Systems Symposium, 2) focus the conference on dynamic testing, 3) use the forum as a means to inform the HEL community and potential HEL Weapons implementers of the latest findings regarding lethality work, 4) focus on specific missions of interest from a lethality viewpoint, and 5) to continue to cultivate synergism between the HEL communities to effectively transition High Energy Laser Weapons to the warfighter. This tenth annual HEL Lethality Conference will be held on 26-30 August 2013 in Monterey, CA as a part of the
LaWS Block 1
Directed Energy Systems Symposium.

Call for Papers

Papers are solicited for the 2013 HEL Lethality Conference as described below. This call is available in PDF format suitable for printing.

The HEL Lethality Conference is constantly striving to enhance technical excellence while providing a forum to encourage interaction with other members of the Directed Energy (DE) community. To that end, the overall number of presentations may be limited and papers screened for new and innovative work. An extended abstract is encouraged to allow the author to fully describe their planned paper. Submissions will also be considered for the poster session.

An all conference, collaborative poster session will be scheduled that will not conflict with other sessions to enable detailed exchanges between colleagues. This may include separate areas for unclassified, FOUO and classified posters. Authors of high profile papers may be invited to present a poster paper as well as make an oral presentation.

Symposium

HEL lethality studies conducted by program offices and other research organizations working in the area of systems engineering and target system response will be featured. This includes engagement level analysis and system data supporting the development of HEL weapon lethality criteria for targets of interest.

Work sponsored by program offices and other organizations conducting experimental as well as theoretical research will be presented. This includes basic optical, mechanical and thermal investigation on materials, components, and systems. Continuous Wave (CW), pulsed, and ultra-short pulsed (USP) laser effects will be covered.

The technical committee plans to review the abstracts submitted and create a set of sessions that will emphasize lethality testing, modeling analysis and assessments, vulnerability assessments with special emphasis on current missions of interest. Joint sessions with other conferences are contemplated to fully exploit the interface between lethality, modeling & simulation and employment.

The HEL Lethality Conference will publish all presentations (and papers) as a part of the DE Systems Symposium proceedings that have been properly released by a sponsoring government agency and have proper classification markings. The proceedings will be organized as follows to allow for maximum distribution of the technical data:

  • Unclassified / Distribution A (Public Release)
  • Unclassified / Distribution A and C
  • Unclassified / Distribution A, C and D
  • Secret / Distribution C
  • Secret / Distribution D

Submitting Abstracts
Directions for submitting abstracts consideration are provided below. Note that it is the responsibility of the lead author to obtain all approvals and releases for submitted materials.

Abstracts must be unclassified, should be between 500 and 1000 words in length, and include: paper title, a complete description of the paper, author's names / organizations, lead author contact information (telephone, email and fax), expected classification of the presentation (and the paper) as well as the expected distribution restrictions. Additionally, please identify the presenter (if different from the lead author) and provide up-to-date contact information. Abstracts should be submitted online by completing this form.

*The conference committee understands that to fully describe the work, the abstract may require supplemental FOUO or classified information. Authors who submitted their abstract prior to 1 July will be notified on or before 15 July 2013 of acceptance of their paper for presentation and / or publication. Additional instructions for submitting classified papers and presentations may be provided at that time.

Release Forms
All submissions of presentations, both classified and unclassified, must be accompanied by release forms. Follow the instructions on the form for submission. The release form are due with the presentations or papers. Note that poster papers are considered presentations and the presentation release form should be used in those cases.

Security
Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4, and Executive Orders 12958 and 13526 "Classified National Security Information." All classified presentations must include the classified by or derived from information, as well as the "declassify on" date.

Distribution
Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24, dated 23 AUG 2012, Enclosure 4 (page 14). Papers with distribution statements A, C, and D are encouraged to facilitate publication of the technical data in the proceedings. All presentations must have an authorized distribution statement on the first page. Presentations containing Distribution Statements B and E will not be presented at the DE Systems Symposium or published in the proceedings. All papers must have an authorized distribution statement on the first page. Papers containing Distribution Statements B, E and F will not be published in the DE Systems Symposium proceedings.


Location and Accommodations

The High Energy Laser Lethality Conference, with the DE Systems Symposium, returns to its popular Monterey location this year. Sessions of the Symposium will be held at the Naval Postgraduate School (NPS). Directions to NPS is available through their web pages. The site consist of multiple buildings and a map of the location of sessions will be available on site for registrants.

Arrangements have been made with the Hyatt Regency Monterey to provide sleeping rooms at the current government per diem rate for our attendees. To take advantage of these rates, use this online reservations system, or call the hotel directly at 831-372-1234 and mention that you are attending this DEPS meeting. Make your reservation early; the room block will expire on 5 August. Note this hotel enforces a 48-hour cancellation policy.

The Hyatt and NPS are within close walking distance. Although a shuttle bus will be available, most Symposium attendees have chosen to walk between venues. Private auto access to NPS is restricted, and parking is extremely limited.

The hotel reserves the right to enforce its policies, procedures, and cancellation fees. DEPS is not responsible for any hotel cancellation charges, penalties, or billing discrepancies.

Companions

Companions are always a welcome addition to any DEPS meeting. To encourage them, we offer companion meal options at an additional cost. Our full meal option includes all meals that are provided for regular attendees including any evening and specialty functions that may be planned. For those companions who do not want to be tied to scheduled meal functions, we also offer reception only option. This option includes only the Tuesday evening reception.

*Note: Full time students will be admitted at no fee provided they (1) agree to minimal daily service, or (2) are making a presentation. If these conditions are not met, students will be required to pay the full registration fee.

Your registration includes attendance at the technical sessions, a copy of the proceedings, attendance at receptions, breakfast, lunch, and break refreshments. One may join DEPS for $40 at the time of registration and qualify for members registration fees. Please note that memberships purchased here will expire on 31 Dec 2013.

Short course registrations include participation in the classroom activities, student materials, refreshments, and Continuing Education Unit (CEU) credits. Two half-day classes can be selected for the price of the full-day class.

Persons requesting cancellation through 29 July will receive a full refund. Cancellations after 29 July are subject to a $100 cancellation fee. No refunds will be given after 22 August.
