Eleventh Annual Directed Energy Symposium
17-21 November 2008 Honolulu, Hawaii

The Eleventh Annual Directed Energy Symposium brought together researchers, managers, and policy makers from government offices, DoD, DoE, and other national laboratories, program offices, the intelligence community, industry, universities, and other scientific and engineering institutions for discussions of current programs, technology efforts, and the future of Directed Energy. This annual Symposium provides a forum for the exchange of technical information in fields related to the development, testing, and fielding of High Energy Laser (HEL) and High Power Microwave (HPM) systems.

Hawaii contains the headquarters of several major military commands. The planners of the Eleventh Annual Directed Energy Symposium involved these commands in sessions of the Symposium to foster communications between the Directed Energy Community and these warfighters.

Best Paper Awards

The Best Paper awards are made at each Symposium to the authors of selected papers in each of three categories: Best HEL Paper, Best HPM Paper, and Best Student Paper. These awards are based on the technical quality, importance to the future of DE, and clarity of the selected papers, as judged by the DEPS Board of Scientific and Engineering Advisors. Note that presentations are not considered for awards, just papers. To be considered for the student paper awards, the student must be the first author of the paper and the presenter at the Symposium.

The awards include a plaque and a monetary award, underwritten by L-3 Communications, a DEPS sponsor.

The best paper awards for this year are:

Best Student Paper
"Millimeter-Wave Solid-State Reactive Sintering of Polycrystalline Nd:YAG Laser Host Materials". The paper was presented by Chad Stephenson of the University of Notre Dame, and was co-authored by A Fliflet, R. Bruce, S. Gold, M. Imam, and C. Feng.

Best HEL Paper
"Some Recent Results of Maritime Laser Propagation Measurements over 1.35 and 7.07 km: Analysis of Turbulence Parameters". The paper was presented by David O’Connor of NAWCD, and was co-authored by A. Majumdar, C. Marrs, P. Langston, R. Deweese, S. Lundin, A. Ogloza, G. Beckstrom, M. Wisecarver, B. Vent, and T. Morgan.

Best HPM Paper
"Diagnostic Array for Characterizing Narrow Band HPM Sources". The paper was presented by Dale Coleman of Sandia National Labs, and co-authored by C. Woods, and G. Nelson.

Student Session

There was a Student Session at the Symposium, chaired by Mr. Don Seeley of the High Energy Laser Joint Technology Office. This session had several purposes beyond just the communication of research results to interested Symposium attendees. One was to let the JTO sample the work being pursued by students, especially those that it supports by internships or scholarships. Another was to permit students to make presentations in a presumably less daunting environment. A student could make the same presentation in the student session and in a general Symposium session. For those students, participation in the Student Session served as a final dry run; the session was be scheduled early in the Symposium.

Companions Program

Hawaii is a popular vacation spot and we realize that many symposium attendees bring companions. DEPS teamed with Royal Aloha Tours to provide an exciting collection of pleasure activities, attractions, and tours. This, in conjunction with the Symposium reception on the deck of the USS Missouri, and a golf tournament at the beautiful Ko'olau Golf Club, provided our attendees with plenty of pleasure time and activities.

Previous Directed Energy Symposia

These events have been held annually since 1998, and information about most past meetings is available. Proceedings for this 2008 Annual Symposium will be available for purchase soon through the DEPS online store.
