Directed energy is an important and expanding technology area for the military.
Taken to include High Energy Laser (HEL) and High Power Microwave (HPM) systems, DE is creating a new class of
weapons. Military test and evaluation is now adapting to these radically new technologies. New measures, methods,
and facilities are required for adequate T&E of these systems.
The purpose of this third annual conference was to continue the exchange of insights, experiences,
and ideas regarding DE T&E. As major DE systems progress through the various phases of T&E,
critical questions arise regarding our ability to perform appropriate and affordable T&E.
Important issues regarding the vulnerability of other, more conventional systems are also of
great interest in DE T&E. Initial efforts in many of these areas have already been made.
Issues raised included, but were not be limited to:
- The adequacy of DE T&E ranges, facilities, equipment and instrumentation
- Developing DE T&E methods and evaluation criteria
- DE lethality and survivability T&E
- Live fire DE testing
- Safety
- M&S strengths and shortfalls
- Targets
All plenary sessions were unclassified; however, the parallel sessions were held at both classified
and unclassified levels. Classified sessions, as well as some unclassified sessions were restricted in attendance to U.S. citizens who are
employees of the U.S. Federal Government or employees of its contractors.
