High Energy Laser Lethality Conference 2010
12-16 April 2010 Monterey, California

The High Energy Laser (HEL) Lethality Conference assembled scientists and engineers interested in HEL weapon lethality. The objectives of the conference were: 1) focus the conference on dynamic testing consistent with the overall theme of the DE Systems Symposium, 2) to use the forum as a means to inform the HEL community and potential HEL Weapons implementers of the latest findings regarding lethality work, and 3) to continue to cultivate synergism between the HEL communities to effectively transition High Energy Laser Weapons to the warfighter. This seventh annual HEL Lethality Conference was held on 12-16 April 2010 in Monterey, CA as a part of the
LaWS Block 1
Directed Energy Systems Symposium.

  • Attendance at all sessions was limited to U.S. citizens with security clearances and who are employees of the U.S. Government or its contractors.

Proceedings

The HEL Lethality Conference plans to issue proceedings that will consist of papers only (formal manuscripts, not presentations or posters) that have been released by a sponsoring government agency and have proper classification markings. Based on prior year’s experience, this proceedings will be classified Secret/NOFORN and will be limited distribution D. The Lethality Conference plans to continue the "Best Paper Award" initiated last year. The recipient will be recognized during the closing plenary session.

Submission Instructions

Papers

Authors are encouraged to submit papers as well as presentations. Submitted papers will be considered for the "Best Paper" award, published as part of the Conference proceedings, and upon author approval, may be forwarded for consideration by editors of the Journal of Directed Energy, a peer-reviewed publication. It is the authors' responsibility to ensure that papers have not been published, nor are they under consideration, elsewhere.

For consideration in the "Best Lethality Paper" award, authors are requested to submit the sponsoring Program Office approved version of their paper no later than 26 March 2010. Otherwise, papers are due on or before 9 April 2010 to be included in the conference proceedings.

Presentations and papers should be submitted on electronic media (CD’s preferred) to the address provided below. Presentations should be compatible with Microsoft Power Point and manuscripts with Microsoft Word (preferrred) or Adobe Acrobat (PDF file). Specific format instructions are described on the DEPS conference paper format page. Include full information (including address, phone, fax, and email) for corresponding author.

Release Forms
A fully executed release form is required for materials to be presented at the HEL Lethality Conference and for papers to be published in the Conference Proceedings. These Microsoft Word release forms can be completed electronically, then printed for signature and submission. Submission instructions are provided on the form itself. Note that poster papers are considered presentations and the presentation release form should be used in those cases.

Security
Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4 and Executive Order EO 12958 "Classified National Security Information," dated 23 March 2003.

Distribution
Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24, Paragraph 6. Papers with distribution statements A, C, D, and X are encouraged to facilitate publication of the technical data in the proceedings.

All presentations must have an authorized distribution statement on the first page. Presentations containing Distribution Statements B and E will not be presented at the HEL Lethality Conference.
